These Terms of Service ("Terms") govern your access to and use of Recon (the "Service"), provided by ForgeLine Systems LLC, an Idaho limited liability company with a registered office at 582 E Boise Ave PMB 2077, Boise, ID 83706 ("ForgeLine," "we," "us," or "our"). By creating an account, starting a trial, or otherwise using the Service, you agree to be bound by these Terms. If you do not agree, do not use the Service.
Recon is a software tool that aggregates publicly available government procurement and contracting opportunity data from sources including, but not limited to, SAM.gov and numerous state and local government procurement portals, and provides tools to help users track, evaluate, and respond to such opportunities, including AI-assisted matching and proposal-drafting features.
You must provide accurate, current information when creating an account. You are responsible for maintaining the confidentiality of your login credentials and for all activity that occurs under your account. Notify us immediately at support@forgelinesystems.com if you suspect unauthorized access.
We may offer a free trial period. At the end of any trial, continued use of paid features requires an active paid subscription, billed through our payment processor, Stripe, on the plan you select. The Service is billed on a month-to-month basis in advance.
You may cancel your subscription at any time. When you cancel, you will continue to have access to the Service through the end of the billing period you have already paid for, and your subscription will not renew after that period ends. Subscription fees are non-refundable — we do not provide partial-month or prorated refunds for early cancellation, except as required by applicable law or as we may expressly agree in writing.
You agree not to: (a) use the Service for any unlawful purpose; (b) attempt to gain unauthorized access to the Service or its underlying systems; (c) reverse-engineer, scrape, or resell the Service's data or functionality in bulk to build a competing product; (d) use automated means to access the Service beyond normal, individual account usage; or (e) misrepresent your identity or affiliation with any government entity or contractor.
The underlying procurement opportunity data displayed in the Service originates from public government sources (including SAM.gov and various state/local procurement portals). We do our best to accurately collect, deduplicate, and present this information, but we do not guarantee its completeness, accuracy, or timeliness, and it should not be your sole source of truth for a bid decision. Always verify critical details (deadlines, requirements, point of contact) directly against the original government source before submitting a bid or proposal. ForgeLine is not affiliated with, endorsed by, or acting on behalf of the U.S. federal government or any state/local government agency.
Recon uses artificial intelligence (including third-party AI models) to assist with tasks such as classifying opportunities and extracting information from procurement documents. AI-generated output may contain errors or omissions. You are responsible for independently reviewing and verifying any AI-assisted content — including proposal drafts — before relying on it or submitting it to any third party or government agency.
The Service, including its software, design, and original content (excluding the underlying public government data described in Section 5), is owned by ForgeLine Systems LLC and protected by applicable intellectual property laws. We grant you a limited, non-exclusive, non-transferable license to use the Service for your own internal business purposes during your active subscription. You retain ownership of any content you upload (e.g., your company profile information, proposal drafts).
THE SERVICE IS PROVIDED "AS IS" AND "AS AVAILABLE," WITHOUT WARRANTIES OF ANY KIND, EXPRESS OR IMPLIED, INCLUDING WITHOUT LIMITATION WARRANTIES OF MERCHANTABILITY, FITNESS FOR A PARTICULAR PURPOSE, OR NON-INFRINGEMENT. WE DO NOT WARRANT THAT THE SERVICE WILL BE UNINTERRUPTED, ERROR-FREE, OR THAT ANY OPPORTUNITY DATA IS ACCURATE OR COMPLETE.
TO THE MAXIMUM EXTENT PERMITTED BY LAW, FORGELINE SYSTEMS LLC SHALL NOT BE LIABLE FOR ANY INDIRECT, INCIDENTAL, SPECIAL, CONSEQUENTIAL, OR PUNITIVE DAMAGES, OR ANY LOSS OF PROFITS, REVENUE, OR BUSINESS OPPORTUNITY (INCLUDING A MISSED OR LOST BID), ARISING OUT OF OR RELATED TO YOUR USE OF THE SERVICE. OUR TOTAL AGGREGATE LIABILITY FOR ANY CLAIM ARISING OUT OF THESE TERMS OR THE SERVICE SHALL NOT EXCEED THE AMOUNT YOU PAID US IN THE TWELVE (12) MONTHS PRECEDING THE CLAIM.
We may suspend or terminate your access to the Service if you violate these Terms, or for non-payment. You may cancel your account at any time. Upon termination, your right to use the Service ceases, though provisions of these Terms that by their nature should survive (e.g., Sections 7-9, 12) will survive.
We may modify the Service or these Terms at any time. Material changes to these Terms will be communicated via email or in-app notice. Continued use of the Service after such changes constitutes acceptance.
These Terms are governed by the laws of the State of Idaho, without regard to conflict-of-law principles. Any dispute arising out of these Terms or the Service shall be resolved in the state or federal courts located in Ada County, Idaho, and you consent to personal jurisdiction there.
